Our company accepted an operations consulting job from PTTLNG (a subsidiary of Thailand’s state-owned oil company PTT, which owns an LNG reception facility in the Map Ta Phut Industrial Estate, Rayong Province and the first on-shore LNG reception facility built in Thailand) in July 2011 for said facility, and since then, we have dispatched four full time on-site operations consultants who have worked to ensure a smooth start-up and efficient operations of the reception facility, as well as training the operators. The reception facility operates continuously 24 hours a day, so four consultants instructed the operators in two alternating shifts, and as of December 13th, 2013, all work was completed without incident for a period of about two and a half years.

Key Points

Our operations consultants provided guidance for ① facility operations skills and knowledge training, ② responding to technical issues during operation, ③ creating work regulations, ④ emergency measures when trouble occurs, and ⑤ improving facility uptime, while also dispatching operations consultants with experience in starting up and operating LNG facilities for Osaka Gas and other foreign and domestic facilities, and providing other services. We also created and administered level-based exams to determine the proficiency level of operators objectively, and explained the operating procedures, etc., created by Osaka Gas to provide them with our know-how about LNG reception facility operations.



Results

With respect to energy conservation, replacing 400W mercury vapor lights with LEDs made it possible to reduce power consumption per unit by more than 60%, saving approximately 410,000kWh annually with the 300 units retrofitted during fiscal year 2013 alone. During the construction, we also diagnosed degradation of the existing lighting equipment, and plan to provide feedback on our findings regarding the aging degradation of explosion resistant equipment.

The 30 months of consulting services our company provided helped to improve LNG facility operations skills, earning high marks from PTTLNG, and we succeeded in building a strong relationship of mutual trust. We will continue to investigate new services we can offer PTTLNG, such as PMC (project management consulting) for LNG facility construction, and will work to plan out new LNG reception facilities as well as to provide a range of services to companies which own them in Thailand and elsewhere.
